Notwithstanding any other provision of this Article III, if requested by the Executive Director of OCS, the Organizer shall provide to OCS any and all documents that OCS may not have in its possession but which OCS would then require of an organization newly opening a charter school authorized by the University, and the Executive Director may require a delay in the opening of the charter school until such documents have been submitted and approved by OCS.
