Preference of Goods and Services of National Origin. The Contractor shall give preference to the procurement of services offered by local companies, as well as the purchases of goods of national production offered in the international market under equivalent conditions, including quantity, quality, availability and prices, as long as such prices were determined according to the Market Rules or, given the case of transactions with related parties, according to the Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations approved by the Counsel of the Organization for Economic Co-operation and Development.
