Proceed with Preliminary Design Phase after the completion of the Conceptual phase which includes: Acceptance by Owner of the Conceptual Report and any other Study and Report Phase deliverables; selection by Owner of a recommended solution; issuance by Owner of any instructions for use of Project Strategies, Technologies, and Techniques, or for inclusion of sustainable features in the design, and Indication by Owner of any specific modifications or changes in the scope, extent, character, or design requirements of the Project desired by Owner. 1. Prepare Preliminary Design Phase documents consisting of final design criteria, preliminary drawings, outline specifications, and written descriptions of the Project. 2. Include on plans, property lines, structure locations, ownership names and contact information. 3. In preparing the Preliminary Design Phase documents, use any specific applicable Project Strategies, Technologies, and Techniques authorized by Owner during or following the Study and Conceptual Phase, and include sustainable features, as appropriate, pursuant to Owner’s instructions. 4. Provide necessary field surveys, topographic and utility mapping for Engineer’s design purposes. Comply with the scope of work and procedure for the identification and mapping of existing utilities as defined by Section A1.03 “Utility Requirements” and Section A1.04 “Survey Services” 5. Visit the Site as needed to prepare the Preliminary Design Phase documents. 6. Advise Owner if additional reports, data, information, or services of the types described are necessary and assist Owner in obtaining such reports, data, information, or services. 7. Continue to assist Owner with Project Strategies, Technologies, and Techniques that Owner has chosen to implement. 8. Based on the information contained in the Preliminary Design Phase documents, prepare a revised opinion of probable Construction Cost, and assist Owner in tabulating the various cost categories which comprise Total Project Costs. 9. Preliminary Design Phase. During the Preliminary Design Phase, the CONSULTANT shall, if requested by the CITY and accepted by the CONSULTANT as part of a Services Authorization: 1.3.1 Make a personal examination of the proposed Project site, and, as may reasonably be discoverable, note site conditions and impediments that pertain to or might adversely affect the timely, efficient, and economical completion of any phase of the Project, or the Project as a whole. The CONSULTANT shall promptly report any adverse site conditions to the CITY. 1.3.2 Prepare Preliminary Design documents consisting of final design criteria, preliminary drawings, outline specifications and written descriptions of the Project. 1.3.3 Provide Services to investigate existing conditions or facilities, or to verify the accuracy of drawings or other information furnished by the CITY or others to the CONSULTANT. Such verification Services shall be set forth in the applicable Services Authorization. 1.3.4 Advise the CITY if additional data or Services are necessary for preliminary design, and assist the CITY in obtaining such data and Services. 1.3.5 Based on the information contained in the preliminary design documents, submit a revised Total Project Cost estimate to the CITY. 1.3.6 Furnish the number of copies identified in the Services Authorization of the above Preliminary Design documents, and present and review them in person with the CITY.

Preliminary Design Phase. 2.10.1 The Design-Builder shall solicit and obtain written authorization from the Trustees to proceed with the Preliminary Design Phase work. Upon receipt of written authorization, the Design- Builder, using the approved Schematic Design Documents, shall prepare the Preliminary Design Documents. The development of the Preliminary Design Documents shall be responsive to the comments received from the Trustees during the Schematic phase. 2.10.2 The Preliminary Design Documents shall continue from the Schematic Design Documents to develop the design of the project in greater detail confirming or adjusting as required all aspects of the Schematic Design Documents to fix and illustrate the size, character, and quality of the project. The Preliminary Design Documents shall be prepared in accordance with Exhibit D.
Preliminary Design Phase. 1. Based upon Owner's approved program document and upon receipt of Owner's written authorization to proceed, Engineer shall, in consultation with Owner and any other persons or entities designated by Owner, ascertain Owner's needs and prepare Preliminary Design Documents that fix, describe and illustrate the full size, character and scope of the Project. The Preliminary Design Documents shall comply with requirements set forth in Attachment B, Document Requirements. 2. Engineer shall maintain a detailed statement of probable construction cost (hereinafter, “cost estimate”) projected to the expected time of bid opening. The cost estimate shall be in the format of a Target Value Design cost model (hereinafter, “cost model”) provided in Attachment J of this Agreement. The “Established Target Value Model” column will be populated using benchmarking data from projects considered similar to the Project in terms of scope, size and function. The “Design Tracking Model” column will be continually updated throughout this phase. As preliminary design is developed, decisions will be made regarding cost and value. The “Design Tracking Model” column will be tracked against the “Established Target Value Model” column to ensure preliminary design is progressing in a manner that is consistent with the Target Value Design goals established at the beginning of the Project. 3. At the end of this phase, the then-current version of the cost model shall be submitted by Engineer as part of securing Owner’s written approval of the Preliminary Design Documents. The “Design Tracking Model” column shall include a design contingency and be in sufficient detail to give reasonable assurance to Owner that construction costs shall not exceed the MACC. With submission of the cost model, the Engineer will also provide an updated project schedule per Article II.A.15. 4. Prior to the printing of final Preliminary Design Documents for Owner, Engineer shall complete the Acceptance Panel Review process per Attachment C. 5. Engineer shall provide a written response to all Owner Review Comments on the Review Comment Resolution Form, Attachment E. Said responses shall, as appropriate, be incorporated into a revised Statement of Probable Construction Costs. 6. Preliminary Design Phase. 3.1.1 The CONSULTANT shall consult with the OWNER to ascertain the requirements of the project. 3.1.2 The CONSULTANT shall prepare Phase I (Schematic Design Studies) leading to a recommended solution together with a general description of the project for approval by the OWNER, and the CONSULTANT shall submit to the OWNER, 6 hard (paper) copies and 1 electronic copy of the Phase I Documents and his Estimate of Probable Project Construction Cost based on current area, volume or other unit costs, and, if required by the OWNER, coordinate with the Contractor to provide the OWNER with review and comments on the Contractor's estimates, the guaranteed maximum price (GMP) or bid amount. 3.1. 3The CONSULTANT shall prepare from the approved Phase I (Schematic Design Studies), the Phase II (Design Development Documents) consisting of plans, elevations and other drawings, including perspective sketches, and outline specifications to fix and illustrate the size and character of the entire Project in its essentials as to kinds of materials, type of structure, mechanical, electrical systems, civil/sitework and other such work as may be required. Preliminary Design Phase. The Preliminary Engineering Phase Letter Report shall serve as a summary document that incorporates the recommendations from the supporting investigative reports, results from working meeting with Fort Bend County, necessary approvals, and final recommendations from the Consultant's efforts. The document will serve as the framework for the design phase, having addressed the major issues that affect the roadway design and supporting infrastructure.
