Preliminary Issue Analysis the planning team will commence its work in accordance with the criteria and factors agreed upon by the Parties to the MOU and this agreement; • the planning team will develop terms of reference that reflect the contents of this document, in addition to addressing other issues which arise from public involvement and government policy; and, • obtain feedback and input from the Parties before proceeding with planning activities based on the terms of reference.
