Preparation of County Transportation Plan. The purposes of NCTPA shall include delegation by the County of Napa to NCTPA of the County’s authority under Government Code section 66531 to prepare and submit to the MTC a county transportation plan for the incorporated and unincorporated territory of Napa County which shall include consideration of the planning factors included in Section 134 of the federal Intermodal Surface Transportation Efficiency Act of 1991, as such may be amended from time to time.
