The Clubs agree that there will be no international play conduct- ed anywhere in the world at any time without the prior consent of the Association, except for exhibition games during spring training and the championship season against any non-Major League club if such games are played in the United States, Canada or Puerto Rico and are not part of a national or international tour by a foreign club.
