PROCEDURE TO BECOME SIGNATORY. When an Employer, not heretofore signatory to this Agreement desires to become bound by this Agreement for the employment of members of the United Association, such request shall be submitted to the Canadian Joint Conference Board for its consideration and approval which shall not be unreasonably withheld.
