Procedures for Binding Arbitration. The arbitration proceedings shall be conducted by an arbitrator to be selected by the District and the Federation within ten (10) days after said notice is given. If the two parties fail to reach agreement on an arbitrator within five (5) days, the California State Conciliation Service will be requested to supply a list of five (5) names. Each party will alternately strike from the list until only one name remains. The order of striking shall be determined by lot.
