Procurement Arrangements a. The NOHFC is subject to, and shall comply with, all applicable sections of the Procurement Directive.
Procurement Arrangements. Accordingly, Sprint PCS and Manager will deal with Sprint Spectrum to provide many of the attributes of the Sprint PCS Network.

b. Any relevant by-laws made by the Commission shall be in accordance with the Commission's status as an "Other Included Entity" under the Procurement Directive.
c. Any procurement policy established by the Commission shall be in compliance with the principles and applicable requirements of the Procurement Directive.

To carry out such preparatory work and undertaking commitments with a view to negotiating, obtaining and securing (i) any nuclear fuel supply contracts and (ii) any contracts in relation to long-lead items, in each case, which Electrabel, acting as a Licensed Nuclear Operator, considers to be reasonably necessary with respect to the LTO, the Joint Objective and the Preferred Scenario.

Notwithstanding any other provisions in this Agreement, procurement of goods, works, non-consulting services, and consulting services under this Project shall be carried out in accordance with the provisions of the General Conditions, Procurement Regulations, and the Procurement Plan.

At regional level, although procurement is governed by the Public Procurement and Property Administration Proclamation, each region has specific procurement directives.

In preparing the procurement arrangements the Consultant shall undertake the following activities among others: • Procurement Procedures and processes for the investments including the guideline to be used, standard RFP and bidding documents prepared based the guideline to be used, etc. and contracts management requirement are to be shown. • The Consultant shall assess the required procurement planning, procurement implementation arrangements, procurement modalities, general procurement for goods and works including contract packaging, the general procedure for procurement of services. • Similarly, the consultant shall analyze and indicate the review, monitoring and disbursement procedures including procurement review procedures, monitoring and supervision procedures, disbursement procedures and procurement records, etc. • Environmental and Social Management Framework • In the Environmental and Social Management Framework (ESMF) the Consultant is required to assess the objective and scope of the ESMF, the environmental and social safeguard requirements, the co-financers safeguard policies, Ethiopian Environmental Guidelines and Standards, Ethiopian laws on land ownership, compensation and resettlement, comparison between the co- financers safeguard policies and Ethiopian legislation. • Analyze the ESMF process for subproject preparation, assessment and reporting, prepare Environmental management plans(EMPs) including mitigation plan and monitoring plan , review and approval of EMPs , disclosure of project information, EMP budget, supervision of EMP, annual performance review, etc. • Monitoring and Evaluation Arrangements • The Consultant is required to study the program monitoring and evaluation approach based on the logical framework; • The key activities, expected outputs, outcomes and indicate proper performance indicators ; • Participatory monitoring and evaluation, process of monitoring and evaluation, outcome evaluation and impact assessment ;
