Program Fee Expenditure Treatment and Reporting. Except as otherwise authorized by this Agreement, the JWOD Act, 41 U.S.C. Chapter 85, or implementing regulations 41 C.F.R. Chapter 51, Program Fee expenditures must meet the following general criteria to be allowable under this Agreement:
1. Be necessary and reasonable for the performance of this Agreement and be allocable thereto under these principles;
2. Not to include any of the following expenditures (see 2 C.F.R. §§ 200.400 – 475):
a. Alcoholic beverages
b. Bad debts if related to non-Program income c. Collections of improper payments (see 2 C.F.R. § 200.428)
