Program & Services Development/Improvement. The objective of the Consultant’s Program and Services component is to support on-going service delivery and to continuously improve performance of products, services and methodologies based on performance and meeting established goals and objectives. Its primary role is to evaluate and recommend improved or new products and services that shall provide improved return on investment (ROI) in terms of program effectiveness and/or customer satisfaction. Improvements may come from a transferable best practice from one downstate NYSDOT Region to the others, a national best practice implemented elsewhere, or an innovation specifically developed to address a need in downstate area. In all cases these potential improvements shall be reviewed with the NYSDOT prior to implementation.
