All major Federal assistance programs shall be covered by this Agreement, unless otherwise specified in section 4.4 of this Agreement.
PROGRAMS COVERED. 4.1 The State's threshold and its major Federal assistance programs shall be determined based on the amounts of Federal financial assistance received and disbursed by the State, excluding Federal funds received and disbursed by institutions of higher education, hospitals, and non-profit organizations, as reviewed in the Single Audit for fiscal year ending 09/30/2020. All major Federal assistance programs shall be covered by this Agreement, unless otherwise specified in section 4.4 of this Agreement.

All major Federal assistance programs shall be covered by this Agreement, unless otherwise specified in section 4.4 of this Agreement. 4.1.1 The Commonwealth of Puerto Rico is not required to have an annual Single Audit. The basis of total expenses for fiscal year, as discussed in Section 4.1, is a consolidated report produced from Puerto Rico's Integrated Financial Accounting System and it is used to determine the threshold and the major Federal assistance programs. 4.2 The State's threshold for major Federal assistance programs is $37,154,817.
