Progression on Merit Steps. The top steps of grades 7and 8 as denoted by “M” are merit steps. Progression or access will be determined by the DHBs in consultation with the employee, and merit criteria shall be established for progression as part of an annual performance review. Movement to the next higher grade in the senior salary grades shall only occur with a change in position or at the discretion of the DHB.
