Progressive Discipline, Exceptions. Discipline shall be applied in a uniform manner and shall be progressive except in instances wherein an employee is charged with serious misconduct. Progressive discipline shall take into account the nature of the violation, the employee’s record of discipline and the employee’s record of performance and conduct.
