Proponent Responsibilities. The successful Proponent will be responsible for the following: • Concept Development: Work with the District to create an agreeable affordable housing concept, describing: a physical development concept including physical site layout, planning, and conceptual design; and a sustainable affordable housing model including governance, funding, management and operations. • Securing Rezoning appropriate for the proposed housing project (as needed).
