Previous Studies and Reports. To assist the Proponent in preparing a proposal, a selection of relevant reports and studies has been included in or linked to this RFP package as listed below. In particular, the District of Tofino recently commissioned a site servicing study to assist proponents in evaluating the capacity of the site to support development, attached as Appendix A to this RFP. Proponents are encouraged to use this study as a starting point to verify that their proposal(s) are capable of being supported by the land configuration and existing infrastructure, or to identify off-site infrastructure requirements and associated costs related to their proposed development. Proponents should note that the study identifies a need for a fireflow assessment for the site. This assessment is being conducted by the District, with an anticipated completion date of November 16, and proponents will be provided with the results upon completion. Other pertinent documents include: • Zoning Bylaw (1997, consolidated with subsequent amendments) • DCC Bylaw (2010) • Official Community Plan (2013), including Local Area Plan (LAP) for DL 114 (2008) • Housing Needs Assessment and Community Consultation Document (2015) • DL 114 – Servicing Report (DRAFT August 25, 2016, ▇▇▇▇▇▇▇▇▇ Consultants) – attached to this RFP 4 Purpose Recognizing the significant affordable housing issue faced by the Tofino community, and the immediate opportunity presented by DL 114, the purpose of this RFP is to facilitate the development of an affordable housing project on DL 114. The District’s intent is to make the DL 114 site available to the selected Proponent at no cost in return for providing affordable housing in accordance with this RFP. The District is seeking proposals from both for-profit and non-profit housing developers for projects that create new, permanent, affordable housing for low income or moderate-income households in Tofino, with a focus on year-round low-income rental, entry-level home ownership, and seasonal rental housing for local residents.
