Provide Adequate Supplies of RMV Assets. Subject to inventory control and record keeping requirements, the RMV shall make available to Permit Holders the RMV Assets necessary to process the EVR Program transactions, provided that any shipping costs shall be the responsibility of the Permit Holders.
