Provisioning of Unbundled Loops. The following coordination procedures shall apply for conversions of “live” Telephone Exchange Services to unbundled Network Elements: 2.2.1 CLEC shall request unbundled Loops from Ameritech by delivering to Ameritech a valid electronic transmittal service order (a “Service Order”) using the electronic interface described on Schedule 9.2.6. Within forty-eight (48) hours of Ameritech's receipt of a Service Order, Ameritech shall provide CLEC the firm order commitment (FOC) date according to the applicable Ameritech Network Element Performance Benchmarks set forth in Section 9.10 of this Agreement by which the Loop(s) covered by such Service Order will be installed. 2.2.2 Ameritech shall provision unbundled Loops in accordance with the time frames set forth on Schedule 9.10 or within such other intervals as agreed upon by the Parties. 2.2.3 Ameritech agrees to coordinate with CLEC at least forty-eight (48) hours prior to the due date a scheduled conversion date and time (the “Scheduled Conversion Time”) in the (“A.M.”) (12:00 midnight to 12:00 noon) or (P.M) (12:00 noon to 12:00 midnight) (as applicable, the “Conversion Window” ). 2.2.4 Not less than one (1) hour prior to the Scheduled Conversion Time, either Party may contact the other Party and unilaterally designate a new Scheduled Conversion Time (the “New Conversion Time”). If the New Conversion Time is within the Conversion Window, no charges shall be assessed on or waived by either Party. If, however, the New Conversion Time is outside of the Conversion Window, the Party requesting such New Conversion Time shall be subject to the following: If Ameritech requests the New Conversion Time, the applicable Line Connection Charge shall be waived; and If CLEC requests the New Conversion Time, CLEC shall be assessed a Line Connection Charge in addition to the Line Connection Charge that will be incurred for the New Conversion Time. 2.2.5 Ameritech shall test for CLEC dial-tone (“Dial Tone Test”) at CLEC's Virtual Collocated equipment during a window not greater than forty-eight (48) hours but not less than eight (8) hours prior to the Scheduled Conversion Time (or New Scheduled Time, as applicable). Ameritech shall perform the Dial Tone Test at no charge for one Contract Year. Thereafter, Ameritech shall charge CLEC for Dial Tone Test on a time and materials basis.

(P.M) (12:00 1200 noon to 12:00 1200 midnight) (as applicable, the "Conversion Window). 2.2.4 9.6.3 Ameritech shall test for Focal dial-tone ("Dial Tone Test") on Focal's Virtual Collocation-digital Loop carrier during a window not greater than forty-eight (48) hours but not less than eight (8) hours prior to the Scheduled Conversion Time (or New Scheduled Time as applicable). Ameritech shall perform the Dial Tone Test on Focal's Virtual Collocated digital Loop carrier at no charge until June 1, 1997. Thereafter, Focal may request Ameritech to perform such Dial Tone Test on a time and materials basis at Ameritech's then current rates. Ameritech shall not perform any Dial Tone Test on any Focal Physically Collocated digital Loop carrier. 9.6.4 Not less than one (1) hour prior to the Scheduled Conversion Time, either Party may contact the other Party and unilaterally designate a new Scheduled Conversion Time (the "New Conversion Time"). If the New Conversion Time is within the Conversion Window, no charges shall be assessed on or waived by either Party. If CLEC has ordered INP with the installation of a Loop, Ameritech will coordinate the implementation of INP with the Loop conversion during the sixty (60) minute interval at no additional charge. 2.2.7 Requests for maintenance or repair of unbundled Loops are initiated using the industry standard (electronic bonding) interface (EBI) and are handled by the Ameritech Unbundling Service Center (“USC”). The USC works with local Ameritech personnel to perform any manual testing that may be required to isolate the trouble.

The following coordination procedures shall apply for new unbundled Loops and the conversions of “live” Telephone Exchange Services to unbundled Network Elements:Loops (herein after referred to as “hot cuts”): 2.2.1 CLEC 9.7.1 Cox shall request unbundled Loops from Ameritech BA-RI by delivering to Ameritech BA- RI a valid electronic transmittal service order (a “Service Order”) Order using the BA-RI electronic interface described on Schedule 9.2.6ordering platform when available or another mutually agreed upon system. Within fortytwo (2) business days of BA-eight (48) hours of AmeritechRI's receipt of a Service Order, Ameritech BA-RI shall provide CLEC Cox the firm order commitment (FOC) date according to the applicable Ameritech Network Element Performance Benchmarks Interval Dates set forth in Section 9.10 of this Agreement Schedule 8.2 by which the Loop(s) covered by such Service Order will be installed. 2.2.2 Ameritech shall provision unbundled Loops in accordance with 9.7.2 BA-RI agrees to accept from Cox at the time frames set forth on Schedule 9.10 or within such other intervals as agreed upon by the Parties. 2.2.3 Ameritech agrees to coordinate with CLEC at least forty-eight (48) hours prior to the due date a service request is submitted for scheduled conversion of hot cut unbundled Loop orders, a desired date and time (the Scheduled Conversion Time) in the (“A.M.”) (12:00 midnight 12:01 a.m. to 12:00 noon) or “P.M.” (P.M) (12:00 noon 12:01 p.m. to 12:00 midnight) (as applicable, the Conversion Window” )) for the hot cut. 2.2.4 9.7.3 BA-RI shall test for Cox dial tone at the POT bay by testing through the tie cable provisioned between the BA-RI main distributing frame and the Cox expanded interconnection node twenty-four (24) hours prior to the Scheduled Conversion Time. 9.7.4 Not less than one (1) hour prior to the Scheduled Conversion Time, either Party may contact the other Party and unilaterally designate a new Scheduled Conversion Time (the New Conversion Time). If the New Conversion Time is within the Conversion Window, no charges shall be assessed on or waived by either Party. If, however, the New Conversion Time is outside of the Conversion Window, the Party requesting such New Conversion Time shall be subject to the following: : a) If Ameritech BA-RI requests the New Conversion Time, the applicable Line Connection Service Order Charge shall be waived; and and b) If CLEC Cox requests the New Conversion Time, CLEC Cox shall be assessed a Line Connection Charge in addition to the Line Connection Service Order Charge that will be incurred for the New Conversion Time. 2.2.5 Ameritech shall test 9.7.5 Except as otherwise agreed by the Parties for CLEC diala specific conversion, such as large cut overs of ten lines or more that have negotiated intervals, the Parties agree that the time interval expected from disconnection of BA-tone (RI=s Dial Tone Test”) live” Telephone Exchange Service to the connection of an unbundled Network Element at CLEC's Virtual Collocated equipment during the Cox Collocation node’s POT bay will be accomplished within a window of time which is sixty (60) minutes or less, including translations. If Cox has ordered INP with the installation of a Loop, BA-RI will coordinate the implementation of INP with the Loop conversion during the above stated intervals at no additional charge. 9.7.6 Either Party may charge the other Party for any additional and reasonable labor charges associated with the performance by the Party=s technicians of services in excess of or not otherwise contemplated by the Service Order charge, where such services are requested or approved by the other Party or are reasonably necessary to provide the service contemplated by the Service Order. 9.7.7 If as the result of end user actions, (48) hours but i.e., Customer not less than eight ready (8) hours prior CNR)), BA-RI cannot complete requested work activity when a technician has been dispatched to the Scheduled Conversion Time (or New Scheduled Timesite, Cox will be assessed a non-recurring charge associated with this visit. This charge will be the Premises Visit Charge as applicable). Ameritech specified in BA-RI P.U.C. - R.I. - No.15 Tariff. 9.7.8 Until such time as the PUC approves an unbundled network element non-recurring Service Order Charge, an interim non-recurring service order charge shall perform the Dial Tone Test at no charge for one Contract Year. Thereafter, Ameritech shall charge CLEC for Dial Tone Test apply on a time and materials per Loop basis. The interim service order rate is stated in Exhibit A. Any payments by Cox resulting from this section will, at Cox=s request, be subjected to a true-up to the RI PUC=s final rates, to the extent that Cox has requested such true-up under the terms of this Agreement.
