Public Information Meetings. AFTER the submittal of the Phase A plans but PRIOR to the commencement of the Phase B plan preparation, the Engineer will schedule a Public information meeting before the Board of Trustees of the respective Township(s) in which the project is located. The purpose of the meeting will be to obtain input from all parties prior to going into the Phase B plan preparation. The Consultant will prepare all of the exhibits necessary for this meeting. The required exhibits will indicate the proposed improvements; the proposed profile of the road(s); the approximate limits of construction; typical cross sections; critical driveway profiles and the approximate/preliminary Right-of- way and easement takes. The Consultant will attend this meeting. The Consultant MUST maintain a record of the attendees at the meeting, including the name, address and telephone number. The Consultant MUST maintain a record of the comments received during this meeting, including the name of the individual submitting the comment, and the response to the comment. As the project proceeds through the detailed engineering, the Consultant MUST maintain a record indicating how each of the comments that were originally accepted were addressed or, in the case where unforeseen problems are encountered, the reason why the comment could not be accommodated during the design process. The Consultant MUST submit the complete report, including the comments and the final response or resolution, to the Engineer with the final plan submittal.
Public Information Meetings. Traditional public hearings, where stakeholders are given the opportunity to make public statements about the study, are not a good forum in which to conduct a continuing discussion of issues and alternatives because of the formal and inflexible nature of such hearings. An “open house” format with interactive information stations staffed by knowledgeable staff or consultants is more informal, yet a very effective method by which to engage the public and stakeholders in soliciting their opinions on development options. A public information meeting using the open house format will permit stakeholders to visit a meeting site at their convenience and visit with planners on an informal one-on-one basis. A short slideshow or videotape, which all attendees can view upon arrival at the open-house site, may be a useful introduction to the study process. If a more formal meeting is desired, starting with an open house and moving into a more formal forum can be effective. The number of public information meetings to be held over the course of the study can vary depending on the complexity of the study. It may also be necessary to hold meetings in more than one location to provide adequate geographic coverage for communities affected by the planning proposals. Public information meetings are typically held in the evening to provide most people the opportunity to attend. In some unique conditions, such as with a large elderly population, a day meeting may be needed. Complex projects may require that these meetings be scheduled throughout the day.
Public Information Meetings. Two (2) Public Information Meetings will be held during the course of the TAP process. The purpose of these meetings is to inform interested citizens about progress on the TAP. The Consultant will be responsible for the preparation of all meeting materials. The Sponsor will be responsible for securing a location for the meeting, along with publicity and meeting notifications. For budgeting purposes, it is assumed the Public Information Meetings can be scheduled to coincide with the Study Committee meetings described above. It is anticipated that Public Information Meetings will be held following the preparation of the following draft work products: • TAP alternatives and Conceptual development plan • Improvement project recommendations and project phasing

Public Information Meetings. The Consultant will assist the City and Caltrans in conducting Public Information Meetings to obtain public input. Records of public meetings will be prepared and submitted to the City and Caltrans. In addition, attendance at up to three (3) public meetings (i.e., Traffic and Transportation Commission, Planning Commission, and City Council) and preparation for these meetings should also be budgeted to solicit public input. The appropriate ED (ND/FONSI or IS/EA) will be prepared in accordance with the City Environmental Guidelines, Caltrans Standard Environmental Reference (SER), BIA, and FHWA. Concurrent with the previously discussed technical analyses, the Consultant will prepare the appropriate Draft ED incorporating an environmental checklist, technical analyses, a discussion of critical environmental issues identified, an analysis of the cumulative and indirect effects of the Project, mitigation measures, and a list of potential permits required.

Public Information Meetings if a Public Information Meeting is requested, the CONSULTANT shall schedule, mail notices to adjacent property owners, publish notices in the local paper, develop display materials, conduct the meeting, and prepare a written report addressing the issues which come up in the public information meeting as required. One meeting may be held upon completion of the 60% preliminary engineering stage, as determined by the LOCAL PUBLIC AGENCY.
