The AGENCY shall provide a minimum of two (2) full-time qualified human services representatives with credentials recognizable as Prison/Jail Chaplains from a certified college or institution, for the purpose of providing faith-based services to the inmate population at Orange County Corrections Department. Full-time staff will be available onsite for a minimum of 35 hours per week, Monday through Friday from 8:00am to 5:00pm. Agency will also ensure one (1) qualified human service representative is available to respond during unexpected circumstances, outside of normal business hours. These services shall include, but are not limited to, services such as: Procurement Public Records Liaison• In-cell programs for English and Spanish speaking inmates, • Faith based education and services in English and Spanish, • Counseling, • Family contact in times of crisis, • Death notification, • Assisting with funeral arrangements, • Arranging for faith based, services and meals for various faiths and denominations, • Coordinating pastoral visits, • Coordination of faith-based volunteers and providing chaplaincy services in accordance with American Correctional Association standards for religious programs, Orange County Corrections Faith-Based Programs Manual, and Orange County Administrative Orders governing faith-based services.
2. The AGENCY shall provide these services to all inmates without regard to race, national origin, gender, age, disability, or religious affiliation.
3. The AGENCY shall provide an In-Cell Program for inmates in English and Spanish, which will provide supplementary life learning experiences to inmates who volunteer to participate. The programs will operate in accordance to the established guidelines contained in Orange County Corrections Faith-Based Programs Manual.
4. The AGENCY shall submit the following reports on a monthly basis to the Inmate Programs Administrative Supervisor. The format of the report will be mutually agreed upon and submitted within the first seven (7) business days of each month. • Chaplains’ monthly report • Rosters for each church service and bible study • Xxxxxxxx’s monthly invoice report
5. The AGENCY shall cooperate with the COUNTY in the development of an acceptable set of performance and outcome measures by which the services funded by the COUNTY shall be evaluated.
