PUBLICATION OR RELEASE OF INFORMATION. A. The MPO shall not copyright material developed under this Agreement without written authorization from the STATE and the FHWA. The STATE and the FHWA reserve a royalty-free nonexclusive, and irrevocable license to reproduce, publish or otherwise use, and to authorize others to use, the work for government purposes.
