Ranking and Referral of Candidates. The following is how the Agency will determine the qualified candidates. All candidates will be rated against applicable OPM qualifications as well as the qualifications and job assessment developed by the Agency during the recruitment process. The decision to use a qualification and job assessment and the content of each assessment is at the Agency’s discretion and is not part of this negotiated Agreement, but is inserted for informational purposes only. A. Determining Best Qualified: Promotion-eligible candidates will be ranked according to the rating scores assigned to them by the automated hiring system. Promotion-eligible candidates with a score of 90 and above will be referred to the selecting official.
