Revenue requirements include fuel, annual maintenance and contributions to reserves for future equipment replacement.The NDES rate design is expected to include up to four rate classes, as follows:  residential or mixed use  commercial for Buildings dedicated solely to commercial use  institutional for academic Buildings  ADES for provision of Energy Services to the ADES.13 For Phase 1, only residential/mixed use rates have been developed.
