REFERRED PARTICIPANTS. 1. A “referred participant” is a teacher with permanent status who, as a result of an unsatisfactory final evaluation, is mandated to receive assistance to improve his/her teaching methods and/or instruction in order to further pupil achievement and the District’s instructional objectives. 2. In any given school year, an unsatisfactory final evaluation shall be deemed to have occurred when the teacher's evaluating administrator has given the teacher “Does Not Meet Standards” rating in any one of the California Standards for the Teaching Profession (CSTP). Once referred, a teacher may not withdraw from the Program or transfer to a different school site without the mutual agreement of the Superintendent and the Association. 3. All referred teachers have the right to be represented throughout these procedures by an Association representative of his/her choice. 4. Final approval of the consulting teacher assignment rests with the Panel.
