REFERRED PARTICIPANTS. 1. A “referred participant” is a teacher with permanent status who, as a result of an unsatisfactory final evaluation, is mandated to receive assistance to improve his/her teaching methods and/or instruction in order to further pupil achievement and the District’s instructional objectives.
