Reliability – performance. Description: The reliability of the capture process and operational interference with the base facility is important information for potential project developers. As these technologies, at this scale, have no track record there is great uncertainty on the expected reliability of capture processes. Component failure rate data should be given for all relevant components affecting the overall reliability in the capture plant (pumps, compressors, blowers, heat exchangers). Purpose: Dissemination of reliability data should be provided to inform relevant stakeholders of the operational risks of the base facility caused by CO2 capture. The dissemination should be done on a detailed level, in order to provide failure rate data on a component level (e.g., pumps, compressors, blowers etc). Furthermore, this will enable selection of facilities, systems, equipment, configuration and capacities based on economic optimization assessments. Also, this would provide input to other activities, such as risk analyses or maintenance and spare-parts planning. As well, on stream factor/annual availability is important for business decisions, if the operation philosophy is based on prices (switching the plants on and off based on market conditions).

Reliability – performance. Consistent with its obligations under Wis. Admin Code ch. PSC § 113, Subchapter VI, Wisconsin Electric will share its reliability performance with Glendale. The reliability performance will include XXXXX and XXXXX performance for Glendale for the latest three (3) year period as compared to Wisconsin Electric’s southeast Wisconsin service area for that same time period. Wisconsin Electric shall provide this information, without request from the Glendale City Administrator, annually in March and September or whenever requested by the City Administrator.
