Request to Proceed to Arbitration. Failing settlement under the foregoing procedure of any grievance such grievance may be submitted to arbitration as set forth in Article 12. If no written request to arbitration is received within five (5) days of the decision in Step 3, the grievance will not be eligible for arbitration.
