Requesting Payments. Requests for payments must be made electronically through Department of Energy’s Oak Ridge Financial Service Center (ORFSC) VIPERS. To access and use VIPERS, the Consortium must enroll at xxxxx://xxxxxx.xxx.xxx.xxx/vipers.htm. Detailed instructions on how to enroll are provided on the web site. The Recipient must submit a Standard Form (SF) 270, “Request for Advance or Reimbursement” at xxxxx://xxxxxx.xxx.xxx.xxx/vipers.htm and attach the Payable Milestone Report that documents the accomplishments of each Payable Milestone, as required by Attachment E.
