Restricted Eligibility Based on Pre-Approved Conditions. ‌ The Planner/AOR has the authority to make a determination to restrict eligibility based on one of the following pre-approved conditions. The determination does not need to be a separate document but may be described and approved as part of an Activity Approval Memorandum (AAM) (see ADS 201), Selection of Instrument (SOI) memorandum (see ADS 304.3.6), other assistance planning documentation, or by amendment to these documents. The cognizant RLO or GC Bureau or Independent Office backstop attorney must clear the determination.‌‌‌‌‌
