Retirement Systems (PERS). The CITY entered into a contract with the Public Employees' Retirement System, hereinafter referred to as PERS, effective January 1, 1959. (1) The following benefits were put into effect for ECPOA members: a) One year Highest Compensation (Section 20024.2) and b) Post Retirement Survivor Allowance (Sections 21263, 21263.1 and 21263.3) effective June 11, 1988.
