Review and Recommended Permit Holders. The RMV will review the recommendations of the Service Provider with regard to the approval of a Proposed Permit Holder, provided however that such recommendations shall not be binding on the RMV. If a Proposed Permit Holder is not approved for participation in the EVR Program, the RMV will inform the Proposed Permit Holder and the Service Provider of the reason for the denial.
