Scope and Terms of Agreement. Par. 1 This Agreement shall be binding upon all Employers, all Employees and the Union. The Union shall not, through its by-laws, constitution or otherwise, change any of the Articles or intent of this Agreement, nor shall the Employer make any rules or issue any instructions that are contrary to this Agreement, or the intent of this Agreement.
