Scope of Membership Obligations. The obligations of the Members set forth in the Sector 21 Operations Plan and Agreement shall only apply to the Permits and Participating Vessels (and not 22 to any other permits or vessels owned by the Members that are not enrolled in the Sector pursuant 23 to the terms hereof) to the extent that such Permits or Participating Vessels are fishing 24 commercially with gear that is capable of harvesting Groundfish.
