The governing board may allow a member state to 19 require sellers that register under this Agreement to use an address-based system database 20 provided by that member state. If any member state develops an address-based assignment system 21 database records pursuant to the Mobile Telecommunications Sourcing Act Agreement, a seller or 22 CSP may use that system those database records in place of the system five and nine-digit zip code 23 database records provided for in subsection (F) of this section. If a seller or CSP is unable to 24 determine the applicable rate and jurisdiction using an address-based database record after 25 exercising due diligence, the seller or CSP may apply the nine digit zip code designation
