Service Computation Date (SCD). The date, either actual or constructed by crediting service, used to determine annual leave, that is based on how long the bargaining unit employee has been in the Federal service. For a bargaining unit employee with no prior creditable civilian or military service, the SCD is the effective date of the bargaining unit employee’s first Federal civilian appointment.

Service Computation Date (SCD) and Index Rate Determination For employees hired on or before 06/30/2013, a regular employee’s Service Computation Date (SCD) determines his/her Index rate. The SCD is computed by adjusting the employee’s current hire date for any prior service with the County as a regular employee, and for any Leave Without Pay (LWOP).
