Source of Tenants. The Proponent shall, at the City's option, participate in the City's Housing Access System in accordance with the terms of the Proponent's Access Plan to be approved by the Executive Director, Housing Secretariat, or any similar process to be approved by the Executive Director, Housing Secretariat. Throughout the Affordability Period, the Proponent shall ensure that at least 10% of Units, or such greater number as required by the Executive Director, Housing Secretariat, shall be maintained as Transitional Units
