Special Interim Rate Review. 8.4.1 The County or Franchisee may request an extraordinary or consequential adjustment outside of the base year and interim year adjustment schedules. To be extraordinary and consequential, cost changes must be significant enough to require a greater than five percent (5%) decrease or increase in monthly rates for basic residential service.
