STANDARDS FOR DESIGNATION. The standards for designation under subsection (a) shall include stand- ards relating to— (1) the appearance of a facility; and (2) the proximity of the facility to the Xxxxxx X. Xxxxxxxxxx National System of Interstate and De- fense Highways.
