Strategic Financial Plan. The City has included the estimated project costs in the latest Strategic Financial Plan (noted by Council in October 2020). The next update of the plan will be prepared in May 2021 and will include the most up-to-date financial estimates for the Ocean Reef Marina project, including other one-off costs and the recurring expenses and income. Whilst the project may result in an operating deficit in the earlier years until the stead-state income is achieved, this need not result in additional increases to rates income for those years.
