Based on the strengths and resources available to your county in the 2010-11 biennium, discuss its position to adequately address the needs narrated in Part A? Our partnerships with community and regional organizations that share parallel missions are keys to addressing CCSA needs. Our capacity to problem solve, address challenges and create/seize opportunities depends on the strength of those partnerships. In the children’s mental health arena, our most vital partnerships/resources are tied to the SW Mental Health Consortium, Woodland Centers, PACT 4 Family Collaborative, Lutheran Social Services, Rice Memorial Hospital, West Central Industries and a significant set of other/like local and regional mental health providers (therapeutic, housing, vocational, chemical health). Xxxxx, formal partners in the mental health world, certainly in regard to targeted case management reimbursement (and with whom we are working to develop necessarily strong relationships), are the Health Management Organizations. In the realm of Child Safety, our strength and resource comes from partnerships with local law enforcement, our county attorney’s office, major referral sources (schools, group homes, healthcare, businesses, etc.) and community-based advocacy/education groups. A key resource network that we continue to develop relates to Signs of Safety. We work closely with colleague mentors across the state and bring our local providers/partners to the training/practice table as we apply this promising approach to child safety. Strength and resource added to our Child Permanency and Well-Being mission come from partnerships in a well-developed and constantly nurtured xxxxxx care provider system, a continuum of community-based supports, judges, guardians ad litem and a Children’s Justice Initiative team that continues to develop a coordinated system to keep the focus on the best interests of the child. Kandiyohi County benefits from the direction of an elected Board of Commissioners that truly takes CCSA needs and desired outcomes to heart. For all the right reasons, they demand to stay informed and are astute in assuring that priorities are identified and resources appropriately applied. Their investment in this aspect of our family service mission is critical.

  • Surgery Services This plan covers surgery services to treat a disease or injury when: • the operation is not experimental or investigational, or cosmetic in nature; • the operation is being performed at the appropriate place of service; and • the physician is licensed to perform the surgery. Preauthorization may be required for certain surgical services. Reconstructive Surgery for a Functional Deformity or Impairment This plan covers reconstructive surgery and procedures when the services are performed to relieve pain, or to correct or improve bodily function that is impaired as a result of: • a birth defect; • an accidental injury; • a disease; or • a previous covered surgical procedure. Functional indications for surgical correction do not include psychological, psychiatric or emotional reasons. This plan covers the procedures listed below to treat functional impairments. • abdominal wall surgery including panniculectomy (other than an abdominoplasty); • blepharoplasty and ptosis repair; • gastric bypass or gastric banding; • nasal reconstruction and septorhinoplasty; • orthognathic surgery including mandibular and maxillary osteotomy; • reduction mammoplasty; • removal of breast implants; • removal or treatment of proliferative vascular lesions and hemangiomas; • treatment of varicose veins; or • gynecomastia.
