Common use of Subproject Grant Eligibility and Subproject Implementation Guidelines and Procedures Clause in Contracts

Subproject Grant Eligibility and Subproject Implementation Guidelines and Procedures. No proposed Subproject shall be eligible for financing under the Project unless the Project Implementing Entity has determined, in accordance with this Agreement and the Project Implementation Manual that the proposed Sub-project satisfies the eligibility criteria specified below and in further detail in the Project Implementation Manual, which shall include the following: (a) the proposed Sub-project has been initiated by a Village Development Committee which meets the eligibility criteria specified in the Project Implementation Manual; (b) the proposed Subproject is for either: (i) socio-economic infrastructure (health, education, water, sanitation and other socio-economic infrastructure) (“Infrastructure Sub-projects”); or (ii) income generating activities (“Income Generating Sub-projects”), as set forth in further detail in the Project Implementation Manual; (c) the proposed Subproject does not fall under any non-eligibility criteria specified in the Project Implementation Manual; (d) the proposed Subproject complies with the Environmental and Social Management Framework, and Resettlement Policy Framework; (e) the proposed Sub-project is consistent with the national sector policies; (f) the cost of the proposed Subproject does not exceed: (i) $60,000 per Sub-project for Infrastructure Sub-projects; and (ii) $25,000 per Sub-project for Income Generating Sub-projects; (g) the respective Village Development Committee ensures that the community contribute at least ten percent (10%) of the projected Sub-project costs in cash or in kind; and (i) the relevant Village Development Committee has established a specific committee for management of the proposed Subproject and put in place all necessary arrangements, including financial and human resources, for maintenance of the Subproject.

No proposed Subproject shall be eligible for financing under the Project unless the respective District Development Committee, and, subsequently, said technical committee of the Project Implementing Entity has Support and Coordination Unit, have determined, on the basis of an appraisal conducted in accordance with this Agreement Part C and the Project Implementation Manual Manual, that the proposed Sub-project Subproject satisfies the eligibility criteria specified below and in further detail in the Project Implementation Manual, which shall include the following: (a) the proposed Sub-project Subproject has been initiated by a Village Development Committee Community-Based Organization or District which meets the eligibility criteria specified in the Project Implementation Manual; (b) the proposed Subproject is for either: (i) socio-economic infrastructure (health, education, water, sanitation and other socio-economic infrastructure) (“Infrastructure Sub-projects”); or (ii) income generating relates to activities (“Income Generating Sub-projects”), as set forth in Section 2 of Schedule 1 to this Agreement and described in further detail in the Project Implementation Manual; (c) the proposed Subproject does not fall under any satisfies none of the non-eligibility criteria specified in the Project Implementation Manual; (d) the proposed Subproject complies with the: (i) Environmental Assessment, including the Environmental Management Plans; (ii) Pest Management Plan; (iii) Environmental and Social Management Framework, and ; (iv) Resettlement Policy Framework; and (v) any Resettlement Action Plan; (e) the proposed Sub-project Subproject is consistent with the national sector policiesrespective District Development Plan; (f) the cost of the proposed Subproject does not exceed: (i) $60,000 per Sub-project for Infrastructure Sub-projects; is consistent with the relevant agricultural and (ii) $25,000 per Sub-project for Income Generating Sub-projectsenvironmental standards and national rural sector policies; (g) the respective Village Development Committee ensures that the community contribute at least ten percent (10%) Beneficiary is contributing part of the projected Sub-project Subproject costs in cash or in kindkind in accordance with the provisions of the Project Implementation Manual; and (ih) the relevant Village Development Committee Beneficiary has established a specific committee for management of the proposed Subproject and put in place all necessary arrangements, including financial and human resources, for management and maintenance of the proposed Subproject.

Subproject Grant Eligibility and Subproject Implementation Guidelines and Procedures. No proposed Subproject shall be eligible for financing under the Project unless the Project Implementing Entity ARSEL has determined, on the basis of an appraisal conducted with AER in accordance with this Agreement and the Project Implementation Manual REF Manual, that the proposed Sub-project Subproject satisfies the eligibility criteria specified below and in further detail in the Project Implementation REF Manual, which shall include the following: (a) the proposed Sub-project has been initiated by a Village Development Committee which meets Subproject is economically viable and respects the other eligibility criteria specified in the Project Implementation REF Manual; (b) the proposed XXXX Subproject is for either: (i) socio-economic infrastructure (health, education, water, sanitation and other socio-economic infrastructure) (“Infrastructure Sub-projects”); or (ii) income generating activities (“Income Generating Sub-projects”)part of the Annual Rural Electrification Priority Program as adopted by REPPC, as set forth in further detail in the Project Implementation REF Manual; (c) the proposed XXXX Subproject does not fall under any non-eligibility criteria specified in is consistent with the Project Implementation ManualRural Electrification Master Plan (once adopted); (d) the proposed LPIRE Subproject complies has been identified under the REF window for LPIRE in line with the REF Manual; (e) either: (i) a XXXX Operator has been identified through a competitive bidding process in accordance with the terms of Section III of Schedule 2 of this Agreement; or (ii) a LPIRE Operator has been identified which meets the eligibility criteria specified in the REF Manual; (f) the proposed Subproject has fulfilled the requirements of the Environmental and Social Management Framework, Framework and the Resettlement Policy Framework; (eg) the proposed Sub-project Subproject is consistent with the relevant standards and national sector policies;policies of the Recipient; and (f) the cost of the proposed Subproject does not exceed: (i) $60,000 per Sub-project for Infrastructure Sub-projects; and (ii) $25,000 per Sub-project for Income Generating Sub-projects; (gh) the respective Village Development Committee ensures that the community contribute XXXX Operator and LPIRE Operator is contributing at least ten thirty percent (1030%) of the projected Sub-project Subproject costs in cash or in kind; and (i) the relevant Village Development Committee has established a specific committee for management of the proposed Subproject and put in place all necessary arrangements, including financial and human resources, for maintenance of the Subproject.

No proposed Subproject shall be eligible for financing under the Project unless the Project Implementing Entity Communal Council has determined, on the basis of an appraisal conducted in accordance with this Agreement Part B and the Project Implementation Manual Manual, that the proposed Sub-project Subproject satisfies the eligibility criteria specified below and in further detail in the Project Implementation Manual, which shall include the following: (a) the proposed Sub-project Subproject has been initiated by a Village Development Committee Community or Commune which meets the eligibility criteria specified in the Project Implementation Manual; (b) the proposed Subproject is for either: (i) socio-economic infrastructure (health, education, water, sanitation and other socio-economic infrastructure) (“Infrastructure Sub-projects”); or (ii) income generating activities (“Income Generating Sub-projects”), as set forth in Section 2 of Schedule 1 to this Agreement and in further detail in the Project Implementation Manual; (c) the proposed Subproject does not fall under satisfy any of the non-eligibility criteria specified in the Project Implementation Manual; (d) the proposed Subproject complies with the Environmental and Social Management Framework, Indigenous Peoples Development Plan, and Resettlement Policy Framework; (e) the proposed Sub-project Subproject is consistent with the national sector policiesrespective Communal Development Plan or, in the absence thereof, has been identified through a Community- and / or Commune-level participatory process; (f) the proposed Subproject is consistent with the relevant standards and national sector policies. (g) the cost of the proposed Subproject does not exceed: (iA) $60,000 per Sub-project for Infrastructure Sub-projects25,000 at Community level and $100,000 at Commune level with respect to Subprojects under Part 2 (a) of the Project; and (iiB) $25,000 per Sub-project for Income Generating Sub-projects15,000 with respect to Subprojects under Part 2 (b) of the Project; (gh) with respect to Subprojects under Part 2 (a) of the Project: the respective Village Development Committee ensures that the community contribute Community is contributing at least ten three percent (103%) of the projected Sub-project Subproject costs in cash or in kind; and the respective Commune is contributing, in accordance with the provisions of said Manual, at least between 0.5 and two (2) percent of the projected Subproject costs in cash, as per and from its Communal budget; and (i) the relevant Village Development Committee Beneficiary has established a specific committee for management of the proposed Subproject and put in place all necessary arrangements, including financial and human resources, for maintenance of the Subproject.

No proposed Subproject Sub-project shall be eligible for financing under the Project unless the relevant Project Implementing Entity has determined, in accordance with this Agreement and the Project Implementation Manual that the proposed Sub-project satisfies the eligibility criteria specified below and in further detail in the Project Implementation Manual, which shall include the following: (a) the proposed Sub-project has been initiated by a Village Development Committee which meets the eligibility criteria specified in the Project Implementation Manual; (b) the proposed Subproject Sub-project is for either: (i) socio-economic infrastructure (health, education, water, sanitation and other socio-economic infrastructure) (“Infrastructure Sub-projectsSubprojects”); or (ii) income generating activities (“Income Generating Sub-projectsSubprojects”), as set forth in further detail in the Project Implementation Manual; (c) the proposed Subproject Sub-project does not fall under any non-eligibility criteria specified in the Project Implementation Manual; (d) the proposed Subproject Sub-project complies with the Environmental and Social Management Framework, and the Resettlement Policy Framework; (e) the proposed Sub-project is consistent with the Recipient’s national sector policies; (f) the cost of the proposed Subproject Sub-project does not exceed: (i) $60,000 per Sub-project for Infrastructure Sub-projects; and (ii) $25,000 per Sub-project for Income Generating Sub-projectsSubprojects; (g) the respective relevant Village Development Committee ensures that the community contribute contributes at least ten five percent (105%) of the projected Sub-project costs in cash or in kind; and (ih) the relevant Village Development Committee has established a specific committee for management of the proposed Subproject Sub-project and has put in place all necessary arrangements, including financial and human resources, for maintenance of the SubprojectSub-project.
