The Siting Agreement states, inter alia, that, pursuant to Virginia Code Xxx. § 15.2-2316.9(C), by entering into the Siting Agreement, the County acknowledged that the Project is deemed to be substantially in accord with the County Comprehensive Plan under Virginia Code Xxx. § 15.2-2232.
