Substitution of Key Personnel and Subcontractors. C.12.1.1 All proposed substitutions must be submitted in writing to the Contracting Officer 30 days (180 days if security clearance is to be obtained) in advance of the proposed substitutions. The contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, a complete resume of the proposed substitute, as well as any other information requested by the Contracting Officer after the initial submission.
