SUBSTITUTION OF PROGRAMMING. If, other than the hours described in Section 5.1(i) hereof, Licensee preempts or substitutes other programming for that supplied by Broker during five and one-half (5.5%) percent or more of the total hours of operation of each of the Stations during any calendar month.
