Unless otherwise authorized in writing by Contract Administrator and approved by the Commission, the terms and conditions of this Agreement shall survive the Term of Agreement and shall continue in full force and effect until Implementer has completed, and is in compliance with, all its requirements, or, if applicable, until the end of the applicable time period specified in the Article,
