Target Population / Areas. This Program will be available in all 46 counties in South Carolina, and is intended to assist borrowers with a short-term affordability problem. Additional assistance will be available to eligible homeowners living in targeted or "hardest hit" counties, those with unemployment rates greater than or equal to 12%. Such employment rate will be evaluated from time to time and may be adjusted due to changing economic conditions.
