Teaching and Learning Environment. 5.1.1. The BOARD recognizes that TEACHERS and students deserve school environments that are safe, supportive and conducive to teaching and learning. The BOARD and TEACHERS recognize that creating a supportive school climate requires close attention to the social, emotional, and behavioral needs of students. Both parties recognize the importance of protecting the rights of students to an education. Nothing in this article shall be construed to support arbitrary, capricious, or willful denial of the rights of any student to educational opportunities. 5.1.2.
