Technical Proposal Requirements. The Technical proposal will comprise the following elements: • Understanding of the Program Context and the Assignment; • A detailed company profile • A detailed production schedule for the delivery of the animated audiovisual project; • Copies of CVs for team and a showreel; demonstrating experience and/0r qualifications • Outline of full crew that will be needed to deliver the production

The project plan must include clear timelines and deliverables. ▪ Three reference letters from clients whom the bidder has provided services similar to the ones listed in the identified areas of service. The letters must be on client’s letterhead. • The service provider must provide a copy of their following: ▪ A DFE accredited by SACAA ▪ Have Remotely Piloted Areal Systems (RPAS) ▪ Have an Operator Certificate (MOR) ▪ Have SACAA accredited airfields in KZN and/or ▪ Have a SACAA approved exam centre

Technical Proposal Requirements. The technical proposal should comprise of the following: • Detailed CV of the project manager outlining their experience in project management and experience in the Film/TV Industry. The project manager must have at a minimum of 10 years’ experience in Film and TV/Animation production. • Detailed filmography outlining Film and TV production work done as a Head of Department. Please outline all bodies of work in Film, TV and/or Animation. • Reference letters demonstrating experience in project managing a Film/TV/Animation production or Film and TV training initiative. The letters must be on client’s letterhead and demonstrate the project leaders experience in delivering a service.

Technical Proposal Requirements. 1. Vendors must have experience, qualifications, delivery fleet and facilities to handle this kind of contract. 2. Invoice each order separately. Do Not mix purchase order numbers on a single invoice. 3. Luzerne County reserves the right to make purchases from other vendors should it be on an emergency basis or should there be a substantial price difference favorable to Luzerne County. 4. All bids are to be compared on the basis of meeting all necessary specifications. No bidder may withdraw his bid for a period of sixty days after the date of opening the proposal. The County reserves the right to award the bid to the vendor other than the low bidder if deemed to be in the best interest of the County. 5. Luzerne County will not be expected to pay freight or fuel charges. No single factor will determine the final award decision. Several of the above factors will be used to develop a competitive ranking amongst all proposers. The County may narrow its prospective candidates after its initial review and may invite top ranked bidders to a technical proposal meeting to discuss the details of the candidate’s proposal.
