CHDO must adopt written tenant selection policies and criteria (such as a waiting list) that: - Are consistent with the purposes of providing affordable housing; - Are reasonably related to program eligibility and the ability of the applicant to perform obligations of the lease; - Provide for tenant selection from a written waiting list, in chronological order of application to the extent practicable; and - Give prompt written notice to any rejected applicant of the grounds for rejection.
