The ERO Certification Order. required NERC to include, in its pro forma delegation agreement, a uniform process for proposing reliability standards that mirrors NERC’s own processes.17 As established under these pro forma rules, a Regional Entity’s standards development procedures will be required to provide for reasonable notice and opportunity for public comment, due process, openness, and a balance of interests in developing reliability standards and otherwise exercising the duties of the ERO.18
