The Panel Secretary. The Panel Secretary shall be appointed, or removed from office, by the Panel. In no event shall the Panel Secretary be an employee of any Party or any of its Affiliates. The Panel Secretary shall be entitled to attend and speak (but not to vote) at Panel meetings. The Panel Secretary’s duties shall be to facilitate the operations of the Panel and in particular to:
